Attorney General Hilgers secures commitment from Resideo and ADI to cease all sales of Dahua and Hikvision products in Nebraska
Today, Attorney General Mike Hilgers finalized a settlement with Resideo Technologies, Inc. and ADI Global Distribution LLC.
Resideo and ADI distributed and marketed home camera products manufactured by Dahua and Hikvision, two companies with known ties to the Chinese Communist Party. These products were vulnerable to backdoors, remote access flaws, and other weaknesses that allow unauthorized parties to access live and recorded audio and video footage and posed a risk to national security.
Resideo and ADI marketed these cameras as safe with misleading labeling and did not disclose Dahua’s and Hikvision’s known ties to the Chinese Communist Party.
Congress and the Federal Communications Commission determined that surveillance equipment produced by Dahua and Hikvision pose unacceptable risks to national security due to their relationship with the Chinese military, and both have been subject to federal restrictions and sanctions due to their involvement in human-rights abuses and cybersecurity vulnerabilities.
As part of the settlement, Resideo and ADI have agreed to cease all sales of Hikvision and Dahua products in Nebraska.
ADI sold Dahua-manufactured products under its “Capture” brand, which were similarly vulnerable to backdoors, remote access flaws, and other weaknesses that allow unauthorized parties to access live and recorded footage.
“There is still more work to do, but today’s settlement brings the State one step closer to ridding itself of these dangerous and harmful products,” said Attorney General Hilgers. “Those who do business in Nebraska should know that exposing Nebraskans to risk of exploitation by nefarious actors overseas will not be tolerated on my watch.”
As part of the settlement, ADI and Resideo also agreed to make a lump sum payment into the State Settlement Cash Fund to cover the State’s investigative costs, attorney fees, and related expenses.
In addition, ADI and Resideo will make a contribution to the State Settlement Trust Fund to be used for refunds to purchasers of Hikvision, Dahua, and Capture brand products.
